âť“ What is Citizens on the Move?

Citizens on the Move is a hands-on training programme designed for civil servants to enhance their citizen engagement skills in the field of urban mobility. Participants will learn methods for co-creation, communication, and evaluation to support the sustainable mobility transition.


âť“ Who is this programme for?

This programme is designed for civil servants working on urban mobility topics in European cities. Eligible participants include those from:


  • Mobility departments

  • EU project offices

  • Smart city divisions




📝 Application Process




âť“ How can I apply?

Interested candidates can apply by filling out the online application form starting April 1st 2025.


âť“ When do applications open and close?


  • 📝 1st Application Period: Opens 2 April 2025 – Closes 15 May 2025

  • 📝 2nd Application Period: Opens 2 June 2025 – Closes 15 July 2025


âť“ When will I know if I have been selected?

Selected participants will be notified by 31 July 2025.





đź’° Fees & Scholarships


âť“ What is the cost of the programme?

The standard programme fee is €1,200.


âť“ Are scholarships available?

Yes! Up to 10 scholarships are available for participants from Regional Innovation Scheme (RIS) countries. Scholarship recipients will receive a full fee waiver.


âť“ What costs are covered by the scholarship?

The scholarship covers the programme fee, but participants must cover their own travel costs to Rotterdam. Accommodation and meals during the in-person module in Rotterdam will be covered.





📚 Programme Structure

âť“ What does the training programme include?

The programme consists of four online modules and one in-person module in Rotterdam, covering key topics such as:

  • Co-creation methods

  • Citizen communication strategies

  • Urban mobility pilot evaluation

  • Behavioural change techniques (nudging)


âť“ What are the key dates for training sessions?

📚 Online Modules:

✅ 24 September 2025 – Introduction

✅ 30 September 2025 – Module 1: Citizen Engagement Methods

✅ 14 October 2025 – Module 3: Nudging for Behaviour Change

✅ 21 October 2025 – Final Presentations

âť“ Where will the in-person training take place?

The in-person training will take place in Rotterdam, Netherlands.


âť“ Do I need to cover my own travel expenses?

Yes, all participants (including scholarship recipients) must cover their own travel costs to Rotterdam. Accommodation and meals during the field visit will be covered by EIT Urban Mobility.





🎓 Participation Requirements


âť“ What is expected of participants? Participants are required to:

âś” Propose a case study from their own city (a mobility project where they want to engage with citizens).

âś” Actively participate in all online modules.

âś” Attend the in-person site visit in Rotterdam.

âś” Present their engagement strategy in the final module.
